PARTICIPATORY SLUM MAPPING, CUTTACK
Enumeration is a core ritual of the Alliance which, through this project, was scaled up in anticipation of a new national scheme in 2009 known as Rajiv Awas Yojana (RAY). Supported by the Global Land Tools Network, UN Habitat, Cuttack Mahila Milan decided to encompass spatial information within their surveys using a community-led methodology as an answer to the inherently top-down technique proposed under RAY. Over the period of one year, the Alliance and Mahila Milan carried out a GPS enabled survey of 300 plus settlements, producing a QGIS map of settlements in Cuttack and an updated slum list, demonstrating that community-based mapping exercise when coupled with technical support produces data that is more transparent and accountable.
